MINUTES OF THE MEETING OF THE CITY COUNCIL

June 4, 2007

 

The regular meeting of the City of Pewee Valley, Kentucky was held on June 4, 2007.  In attendance were Mayor Bob Rogers, Council Members Stan Fitch, Dana Barrette, Willard Chambers, Henry Walser and Dick Filippini.  Also in attendance were City Attorney John Singler and City Clerk Robin O’Bryan.  Bethany Major was absent.

 

Mayor Rogers called the meeting to order at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

 

A motion to accept the minutes from the May 7th meeting was made by Stan Fitch, seconded by Dana Barrette with all council members voting in favor.  Stan Fitch made the motion to approve the minutes of the special council meeting of May 11, 2007.  The motion was seconded by Dick Filippini with all council members voting in favor.

 

Financial Report:  Dana Barrette noted that later in the meeting the council would have a second reading of the Budget Ordinance for FY 2007/2008.

 

Open Comments:  None provided.

 

Fire Department Report:  A Fire Department representative was not present.  Mayor Rogers took the opportunity to thank the Fire Department for the burning of the Morris property on Central Avenue and their hard work for the Crusade for Children.

 

Police Report:  Chief Michael Losik reminded everyone that when schools let out for the summer there tends to be an increase in neighbor crimes.  Residents can take some simple measures to prevent crimes of opportunity from occurring.  This includes:  notifying neighbors and law enforcement when you will be on vacation, cancel newspaper and have the post office hold your mail.  One or more interior lights should be put on a timer.  Keep your house and cars locked, trailers used for work and recreation should be secured by putting a lock on the tongue assembly.  When walking, be sure to invite a friend to join you and be aware of your environment.

            The Pewee Valley Junior Academy has requested permission to hold a 5k race/walk fundraiser on July 8 from 7:30 a.m. to 9:00 a.m.  Dick Filippini made the motion to allow this event.  The motion was seconded by Henry Walser with the council voting in favor.

Announcements:  It appears there will be a quorum for the July 2 council meeting. 

            Mayor Rogers and City Attorney John Singler will appear before the Oldham County Planning and Zoning on June 26 at 9:00 a.m. regarding Zoning Ordinance amendments passed by the City.  The Public is welcomed.

            Board of Adjustments & Appeals member Greg Rose is upset with Oldham County Planning & Zoning for not providing him with hearing impaired accommodations at May’s meeting.  The City will address this issue.

            Mayor Rogers noted the recent article in the Oldham Era titled “Our Fiscal Picture” which described budgetary concerns of the County.  Interested residents can contact Magistrate Bob Deibel for input. 

            City Attorney John Singler filed an insurance claim on May 18, 2007 regarding damages made by a semi truck on Dogwood.

            Mayor Rogers has learned that there might be matching grant money available for the City’s Oral Histories that’s being recorded. 

 

Report from Council Members:

 

            Dick Filippini (Tree Board/Roads):  Due to the Memorial Day holiday the Tree Board did not meet during June.  Dick plans to meet with Jim Brewer to have tree maintenance information published in the Call of the Pewee.  The lower portion of the north side of Cherry Lane drainage work has been completed.  Dick is currently prioritizing road projects for the next fiscal year.

 

            Bethany Major (Town Hall/Festivities):  Bethany was not present at the council meeting.

 

            Stan Fitch (Public Safety/Sidewalks):  Stan is working on the final preparations for the Farmer’s Market.  He currently has four vendors lined up and would like to start the market on June 16.  Stan asked permission to purchase signs for the Farmer’s Market.

 

            Dana Barrette (Insurance/Finance):  No report at this time.

 

            Henry Walser (Communications):  The City plans to meet with an individual who developed LaGrange’s web site.  Hopefully the web page will be updated by the next council meeting.

 

            Willard Chambers (Waste Management/Mowing):  The notice for waste management bids has been advertised.  The sealed bids will be opened publicly.

 

Old Business:

 

Second Reading of Budget Ordinance—Mayor Rogers thanked Dana Barrette and Stan Clark for their hard work on the budget for the upcoming fiscal year.  A Road Fund Hearing was held during which John Singler noted the City estimates receiving $25,500.00 from the State for road projects.  The City proposes to spend $92,500.00 on road projects and maintenance in the upcoming fiscal year.  (This includes money from the Road Fund Tax).  The Road Fund Income will be spent toward repairs to Locust Lane, Cherry Lane, Houston Lane culvert work, drainage work on Old Floydsburg Road and routine, smaller maintenance issues throughout the City.  The hearing was opened to public comment.  Sis Marker asked if Old Floydsburg was a County road.  Mayor Rogers informed her that a few years ago the County turned over Old Floydsburg along with several other roads to the City.  Dick Filippini made the motion to approve the budget for Fiscal year 2007/2008.  The motion was seconded by Willard Chambers.  A roll call vote was taken with all council members present voting in favor of the Budget Ordinance.

 

New Business

 

Now that the Morris house on Central Avenue has been destroyed Mayor Rogers wants the council to decide what to do with the property.  If the property is to be sold by the City it would first have to be declared surplus.  The City would have the option of accepting or rejecting any bids.  Willard Chambers made the motion to declare the property as surplus and advertise it for bids.  The motion was seconded by Dick Filippini with council members voting in favor.

 

Dick Filippini voiced concern over homeowners who allow the ditches in front of their property to become clogged with debris, glass clippings, leaves, etc.  This impacts the drainage capability of the ditches and can result in damage to roads and property.  It was recommended that the Call of the Pewee post a notice regarding the need for residents to maintain their ditches.  He also asked that a proposed ordinance establishing the procedure for accepting roadways into the City be placed on July’s agenda for a first reading.

 

Pay Bills:  The clerk read the bills for payment.  A motion to pay the bills was made by Henry Walser, seconded by Dick Filippini with the council voting in favor of the motion.

 

Adjournment:  A motion to adjourn was made by Henry Walser, seconded by Dana Barrette with the council voting in favor.  The meeting was adjourned at 7:31 p.m.
